Meet the PrimeIRB Team
W. Parker Nolen, MBA DPS(c)
Mr. Nolen’s career in research compliance has spanned major academic institutions, regional healthcare systems, commercial IRBs, and private physician-initiated research programs throughout North America. In addition, he has also worked with the Air Force Surgeon General’s Office and the Office of the Undersecretary of Defense (Research and Engineering) where he supported the operation and oversight of both the Air Force Medical Readiness Agency and the DoD’s Human Research Protection Programs (HRPP). Mr. Nolen has been instrumental in the strategic realignment of several HRPP Compliance Programs and is considered a pioneer in the use of Artificial Intelligence for HRPP operations. Mr. Nolen earned his MBA from Université Concordia in Montreal and is pursuing a Doctorate in Bioethics from Albany Medical College.
Cynthia Bellas, MsEd
Business Development Director
Ms. Bellas is an expert in eRA systems and Process Improvement. She most recently served as Team Lead for Governor Inslee’s Washington State-Staying Open Staying Safe Private-Public Collaborations on Covid-19 testing, tracking, tracing and data management. Cynthia also serves on Harvard Researcher Dr. Michael Mina’s https://www.rapidtests.org. Cynthia is a champion of women’s and minority representation in STEM and speaks globally on Research Administration topics of Ethics, Process Improvement, and Crowd Funding for NCURA, SRA, ARMS and ARMA. She held the position of Manager of the Office of Sponsored Research at Seattle Children’s Research Institute. While at SCRI, she led her team through the Continuous Process Improvement conversion. Prior to her work with Seattle Children’s Research Institute, Cynthia was the Chief Grants Officer at Anthem Grants and Advocacy in Seattle. She along with Former Secretary of the State of Washington Ralph Munro (1981-2001) worked at Anthem to provide clients with cost effective contract services designed to secure critical Federal, State and Foundation funding in support of their institutional missions. She is a graduate of Bryn Mawr College, the University of Pennsylvania, The University of Washington and the prestigious Barnes Foundation.
Jennifer Rice, BS, CIP
Senior IRB Coordinator and LINQ™ Liaison
Ms. Rice is our Senior IRB Coordinator, hailing from the Great Lake State of Michigan. She received her Bachelor’s Degree in Human Services Management and brings over 20 years of experience in the fields of clinical research and human subjects’ protections for 20 years. Jennifer serves as primary Point of Contact for Principal Investigators and CRO/Sponsor clients. She coordinates committee review of new study applications, modifications, and continuing reviews for use of human participants in research, reportable new information, and non-human research determinations. She is committed to working with clients to provide an excellent customer service experience ensuring compliance with federal, state, and local regulations as well as PrimeIRB policy.
IRB Coordinator and Lead Project Support
Ms. McNeil serves as primary contact for technical/administrative support for PrimeIRB and has been in the clinical research field for over a decade. In her capacity as an IRB Coordinator, she manages the intake process for incoming project documents, distributes the materials for IRB review to assigned reviewers, and is responsible for the training and education of the IRB members. Ms. McNeil is dedicated to providing superb service to clients while ensuring that PrimeIRB is compliant with federal, state, and local regulations and guidelines. She is pursuing her Bachelor’s Degree in Business Management.
